Your Meta business is restricted: what a portfolio level restriction is, and why it is not the same as a disabled ad account

A restriction on the business portfolio sits above the ad accounts inside it, so fixing one ad account does not lift it. The portfolio is what has to be cleared, and opening a new one is the single fastest way to make the position permanent.

People arrive at this desk having read every guide about disabled ad accounts and made no progress, because their problem is one level up. Meta enforces at more than one layer, and a restriction on the business portfolio behaves nothing like an enforcement on a single ad account inside it.

Which layer are you actually on

Work this out before doing anything else, because the two situations have different routes and the wrong route wastes the appeal.

  • One ad account is disabled, others in the same portfolio still run: enforcement is at the ad account layer. The cause is usually specific -- a policy the ads or the landing page tripped, or a payment instrument.
  • Every ad account in the portfolio stops at once, and new ones cannot be created: enforcement is at the portfolio layer. Nothing you do inside a single ad account will move it.
  • The portfolio is restricted but you can still see assets: access is intact, the ability to advertise is not. This is the most common shape and the most misread.
  • You are locked out of Business Manager entirely: this is an access problem as much as an enforcement problem, and it is worked differently again.

Why fixing the ads does not lift it

A portfolio restriction is a judgement about the business entity, not about a creative. It typically follows a pattern rather than a single breach: repeated enforcements across accounts, an unresolved verification requirement, a shared admin or payment instrument that carries prior enforcement from somewhere else, or a previous portfolio that was itself disabled. Removing the ad that was running when the restriction landed usually changes nothing, because the ad was not the reason.

The mistake that makes it permanent

Opening a fresh business portfolio to carry on advertising is the most damaging thing available, and it is the first thing most people do. Meta connects entities through signals you do not control and cannot see: payment instruments, admin and employee accounts, domains, pixels, IP and device history. A new portfolio built from any of those, while the old one is restricted, reads as evasion. Circumventing systems is the most serious category Meta enforces on, and it converts a restriction that had a route back into one that does not.

The same applies to adding a new payment method that has been used elsewhere, or bringing in an admin whose own account carries enforcement history. Both connect the restricted entity to something new rather than cleaning the entity you have.

The order that actually works

  • Establish the layer. Portfolio or ad account. Everything downstream depends on this and it takes ten minutes.
  • Stop creating. No new portfolios, no new ad accounts, no new payment instruments, no new admins until the position is understood.
  • Map the estate. Every admin and their enforcement history, every payment instrument and where else it has been used, every domain and pixel, every connected asset. The cause is usually somewhere in this map rather than in the ad library.
  • Clear any unmet requirement first. Business verification presents like an enforcement and is not one. If it is outstanding, it will keep the position ambiguous.
  • Remediate the pattern, not the symptom. Remove the connection that carries the history, correct what genuinely breached, document what changed and when.
  • Then use the published route once, with evidence that the cause is gone rather than an argument that the decision was wrong.

What nobody can do for you

There is no route into a Meta reviewer, no partner channel that overrides an enforcement, and no fee that reopens a portfolio. Anyone offering one is describing something that would breach Meta's terms on both sides, and in the Meta litigation of 2025 that fact pattern -- claimed insider access and paid reinstatement -- is what turned a terms dispute into a federal one. What can be done is unglamorous: find the cause, remove it, evidence it, and use the route that is published.
